Au total, 12 millions d\u2019euros de certificats d\u2019\u00e9conomie d\u2019\u00e9nergie lui sont consacr\u00e9s.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">La cyclologistique : un mode de livraison en plein essor<\/h2>\n\n\n\n<p>Acc\u00e9l\u00e9r\u00e9 par la crise sanitaire li\u00e9e \u00e0 la pand\u00e9mie de coronavirus, le d\u00e9veloppement de la livraison en ville a un impact lourd sur la pollution de l\u2019air et contribue, dans plusieurs villes fran\u00e7aises, au d\u00e9passement r\u00e9gulier des seuils de pollution atmosph\u00e9rique autoris\u00e9s. \u00c0 Paris, si le transport de marchandises ne repr\u00e9sente que 15 \u00e0 20 % du trafic, il g\u00e9n\u00e8re 45 % des particules fines \u00e9mises.<\/p>\n\n\n\n<div class=\"wp-block-cover has-background-dim-30 ann\u00e9e<\/p>\n<\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>Pour r\u00e9duire les \u00e9missions de polluants atmosph\u00e9riques li\u00e9es au transport de marchandises, la part modale de v\u00e9hicules utilitaires polluants doit baisser.&nbsp;&nbsp;\u00c0 l\u2019instar de l\u2019usage du v\u00e9lo pour les d\u00e9placements de moins de 5 kilom\u00e8tres, la cyclologistique est une solution propre, rapide et qui demande peu d&rsquo;espace logistique urbain (espace d\u00e9di\u00e9 \u00e0 la logistique en ville),&nbsp;adapt\u00e9e \u00e0 une grande partie \/><\/figure>\n\n\n\n<p><strong>Un v\u00e9lo cargo triporteur poss\u00e9dant une caisse de 1 500 L \u00e9met 85 % de CO\u00b2 en moins qu&rsquo;un v\u00e9hicule thermique de la m\u00eame capacit\u00e9.<\/strong><\/p>\n\n\n\n<p>Alors que la vente de v\u00e9los cargos est en forte augmentation sur l\u2019ann\u00e9e 2020, l\u2019objectif du plan national cyclologistique est de favoriser le recours \u00e0 ces modes de livraison propres, gr\u00e2ce \u00e0 la mise en place d\u2019incitations \u00e9conomiques pour les acteurs du secteur et au d\u00e9ploiement d\u2019infrastructures 2020<\/p>\n<\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<p class=\"has-white-color has-text-color has-background\" style=\"background-color:#0c9d0f\">Le projet de plan en faveur de la cyclologistique s&rsquo;inscrit dans un contexte d&rsquo;acc\u00e9l\u00e9ration des mesures pour d\u00e9velopper la mobilit\u00e9 propre en zone urbaine :<\/p>\n\n\n\n<ul class=\"has-white-color has-text-color has-background wp-block-list\" style=\"background-color:#0c9d0f\"><li>lutte contre la pollution de l\u2019air, dans le respect des directives europ\u00e9ennes ;<\/li><li>d\u00e9veloppement des zones \u00e0 faibles \u00e9missions (ZFE) sur l\u2019ensemble des agglom\u00e9rations de plus de 150 000 habitants ;<\/li><li>strat\u00e9gie nationale bas carbone : -28 % des \u00e9missions de GES du transport, en 2030, par rapport \u00e0 2015 ;<\/li><li>plan national mobilit\u00e9s actives visant un triplement de la part modale du v\u00e9lo, d\u2019ici 2024&nbsp;;<\/li><li>mission logistique urbaine durable&nbsp;install\u00e9e lors du comit\u00e9 interminist\u00e9riel de la logistique du 7 d\u00e9cembre 2020;<\/li><\/ul>\n<\/div><\/div>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Axe 1&nbsp;: Favoriser le d\u00e9marrage des activit\u00e9s de livraison v\u00e9lo<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Soutenir la livraison par v\u00e9lo cargo<\/h3>\n\n\n\n<p>Financ\u00e9 par les certificats d\u2019\u00e9conomie d\u2019\u00e9nergie (CEE), le dispositif ColisActiv permet de soutenir les acteurs de la livraison par v\u00e9lo cargo gr\u00e2ce \u00e0 une aide financi\u00e8re sur trois ans. Il repr\u00e9sente jusqu\u2019\u00e0 deux euros par colis pour&nbsp;les 500&nbsp;000 premiers en ann\u00e9e 1, jusqu\u2019\u00e0 1,30 \u20ac pour 1,5 million de colis en ann\u00e9e 2, et 0,6 \u20ac pour 3 millions de colis en ann\u00e9e 3.<\/p>\n\n\n\n<p>\u00c0 ce jour, 4 villes tests peuvent b\u00e9n\u00e9ficier de cette exp\u00e9rimentation&nbsp;en contrepartie d\u2019un cofinancement du dispositif :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>La communaut\u00e9 d&rsquo;agglom\u00e9ration d&rsquo;Angers Loire M\u00e9tropole, o\u00f9 la mise en place d\u2019une ZFE est pr\u00e9vue au plus tard en 2025&nbsp;;<\/li><li>La communaut\u00e9 urbaine du Grand Reims, o\u00f9 une ZFE sera mise en place avant la fin de l\u2019ann\u00e9e 2021&nbsp;;<\/li><li>L\u2019\u00e9tablissement public territorial Paris-Est-Marne et Bois, o\u00f9 une ZFE existe d\u00e9j\u00e0 ;<\/li><li>La m\u00e9tropole Grenoble-Alpes, o\u00f9 une ZFE existe d\u00e9j\u00e0.<\/li><\/ul>\n\n\n\n<p class=\"has-white-color has-text-color has-background\" style=\"background-color:#0c9d0f\">D\u00e8s le mois de juin 2021, toutes villes ayant mis en place une ZFE, ou qui en cr\u00e9ent une en 2021, seront \u00e9ligibles au dispositif sous r\u00e9serve d\u2019apporter un cofinancement.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Accompagner la cr\u00e9ation d\u2019entreprises cyclologistiques et l\u2019\u00e9quipement des professionnels<\/h3>\n\n\n\n<p>Courant 2021, une aide \u00e0 l\u2019achat de v\u00e9los cargos, avec ou sans assistance \u00e9lectrique, sera mise en place pour les professionnels. Concr\u00e8tement, cela permettra :<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>d\u2019\u00e9largir la prime \u00e0 la conversion aux personnes et aux entreprises souhaitant remplacer un vieux v\u00e9hicule par un v\u00e9lo \u00e0 assistance \u00e9lectrique&nbsp;;<\/li><li>de renforcer le bonus V\u00e9los \u00e0 assistance \u00e9lectrique pour mieux prendre en compte les v\u00e9los cargos.<\/li><\/ul>\n\n\n\n<p>Les arbitrages sur les montants pr\u00e9cis de la prime \u00e0 la conversion v\u00e9los \u00e9lectriques seront rendus prochainement.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">Axe 2&nbsp;: Mobiliser les parties prenantes&nbsp;<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Donner l\u2019exemple dans la sph\u00e8re publique<\/h3>\n\n\n\n<p>L\u2019\u00c9tat et les collectivit\u00e9s locales sont d\u2019importants consommateurs de plis et de colis. \u00c0 travers les march\u00e9s publics, ils peuvent fortement favoriser l\u2019essor des livraisons \u00e0 v\u00e9lo.<\/p>\n\n\n\n<p class=\"has-white-color has-text-color has-background\" style=\"background-color:#0c9d0f\">Le projet de loi Climat &amp; R\u00e9silience pr\u00e9voit la g\u00e9n\u00e9ralisation des clauses environnementales dans les march\u00e9s publics sous cinq ans. Le plan national pour les achats durables (PNAD) pr\u00e9voit que le transport et la logistique soient parmi les secteurs prioritaires pour la mise en \u0153uvre de ces clauses.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">D\u00e9velopper des produits d\u2019assurance adapt\u00e9s<\/h3>\n\n\n\n<p>Pouvoir facilement assurer les \u00e9quipements comme biens transport\u00e9s constitue un autre aspect essentiel du d\u00e9veloppement de la cyclologistique.
